"The bodies mandated to complete the IGT are the legal entities except where we have to accept something different for pragmatic reasons e.g. PCT clusters rather than the PCT legal entities. CCG's will not become legal entities until 2013, but Sir David Nicholson (NHS Chief Executive) has directed that IGT completion SHOULD BE PART of the CCG authorisation process which will be needed before then.
Therefore, they must complete the version 10 Information Governance Toolkit that will come out in June and provide an acceptable improvement plan for any shortfalls as part of the authorisation process later this year.

You have to start thinking about this and to work on INFORMATION GOVERNANCE NOW as it is a requirement before your CCG can be authorised.
There is now a formal Information Governance Toolkit [IGT] for CCGs which has been issued by Connecting for Health.
This states : whilst ultimate responsibility for Information Governance rests with the most senior level of accountability. In a Clinical Commissioning Group (CCG) this will be the Accountable Officer and Executive Team, there needs to be a robust framework ( Information Governance Strategy ) for managing Information Governance that extends to cover all those working on behalf of the organisation
Robust Information Governance requires clear and effective management and accountability structures, governance processes, documented policies and procedures, trained staff and adequate resources. The way that an organisation chooses to deliver against these requirements is referred to within the Information Governance Toolkit as the organisations Information Governance Management Framework. ( Information Governance Strategy )
This Framework must be documented, approved at the most appropriate senior management level in the organisation (eg a member of the Executive Team) and reviewed annually.
